Perl QA mailing list: [email protected]

As mentioned, there is now a [email protected] mailing list for
discussion and actin on Quality Assurance issues related to the
development of Perl (5 and 6).

We're going to be doing work straight out of the gate even if the
procedures for developing perl6 aren't yet defined.  We can retrofit
our plans later.

RFCs and interesting results will be fed back to bootstrap.
