library modules (was Re: Mailing lists and RFCs)

One of my Emails I sent to Ed was on this subject. I also mentioned a few
of my ideas to people at TPC. So I would very much like to see a library
working group. I won't go into details now as they will (hopefully)
be there when the summaries come out.
