Re: perl 6 requirements

Let's not get too carried away with just creating lists. Remember each list is
supposed to be a working group. And each working group needs a chair and a charter.

These are just comments from users. Although they may be split into groups
which would seem like good WG definitions, this list is not sufficient as a charter
for a WG IMO.
