The URL is in the new headers (v2.26) it's just not live yet :-)

Proposed only goes to 'active_admins', you can always 'downgrade' to
'inactive', the only difference is you don't get the auto-mailer stuff.  You
can still do everything any time you feel like spending half an hour, a week
or whatever on bug-tracking duties.
