Perlbug update -> 2.26

Hi,

I've just updated Perlbug to 2.26 (hopping neatly over 2.24 :)

I'm not expecting any problems because there are @165 mostly useful tests
therein, and they all passed, and it all runs on the (pre-install)test system.

On the other hand, I am expecting problems because I've just migrated the
whole database from ticketid to bugid, which means myriad changes in the
background, and someone is bound to fall over a 'misalignment of logic'
somewhere.

And sure enough someone found one already, sigh...
