support for "local" files

Hi,

I started adding support for "CBROOTLOCAL" which will be an easy way to 
run a site with extra apache configuration and perl code outside the 
normal combust tree.

The idea is to make it easier to reuse Combust for non-perl.org sites.

In any case, just a heads up if you try updating and something stops 
working.  (If it does, email me or the list).
