The problem comes from Net::Cmd which incorrectly upgrades everything  
to UTF-8. I've already opened a ticket regarding this issue:

In the mean time, you can either downgrade libnet to the previous  
version (1.19) or apply my patch to version 1.20.

I add Graham Barr in copy of this mail in case he didn't received the  
mail from CPAN-RT.
