When modules aren't found

Hello list,

I am seeing Something Odd.  I broke an install of RT 3.8.1 and am
putting it back together.  When I make testdeps, and try to install the
missing modules, I get things like this:

		MASON missing dependencies:
		        HTML::Mason >= 1.36...MISSING
		make: *** [testdeps] Error 1
		root@data:~/rt-3.8.1# cpan HTML::Mason
		CPAN: Storable loaded ok (v2.15)
		Going to read /root/.cpan/Metadata
		  Database was generated on Tue, 18 Nov 2008 20:28:36
GMT
		HTML::Mason is up to date (1.40).

Starting apache2 fails, the log line starts
	[Wed Nov 19 12:04:54 2008] [error] Can't locate IO/Lines.pm in
@INC

And ends with 'and therefore I cannot load webmux.pl'.  Do I need to
alter my @INC to include something..? And if so, what -
/root/.cpan/build..?  And lastly, if so, how :-) ?
