error running ppm.bat

My machine: 
Win XP with DOS box
Perl 5.6.0

I ran ppm.bat, thinking it was the Perl Package Manager but got an error 
"Failed to load PPM_DAT file". How can I fix this? 

Or, is there another way to get/update packages for my Perl on Win XP?
