Hi, thanks for reaching out!

I checked cpantesters/base, and despite us being listed as Maintainers 
here, we did not work on this image.  You might have better luck in 
finding who owns the https://hub.docker.com/u/cpantesters org and obtain 
access to the image repos there - I believe https://github.com/barbie 
might be the contact.
