I found the report with that same timestamp on this page:
http://matrix.cpantesters.org/?dist=Prima%201.73_2;os=mswin32;reports=1 in
the very first line, and this page says it is from
gregor herrmann

I cannot vouch for the correctness of this resolution but I think it's a
reasonable one.
