Magpie is a /caching /frontend for the CPAN Testers DB backend.

All new reports that are *not* a PASS are cached in Magpie so they load 
instantly. PASS reports are loaded on demand from the CPT backend and 
cached.

I probably need to update the "I cannot fetch from CPT" error message 
when it fails so it's more obvious what's happening.
