Some of it would. It could also be thinned down in terms of common content
if he so desired and built it in either terms of his own policies, or a
combination of dzils' and his own.

CONTRIBUTING often serves however as a fallback which should be readable
for somebody who doesn't have internet access right now, so eliminating the
redundancy there might not be entirely desired by him.
