Should URL in 02packages.details.txt be updated?

Today I had occasion to go into my 'minicpan' repository and look at 
modules/02packages.details.txt.gz.  The file begins:

URL:          http://www.perl.com/CPAN/modules/02packages.details.txt
Description:  Package names found in directory $CPAN/authors/id/
Columns:      package name, version, path
Intended-For: Automated fetch routines, namespace documentation.

When I click on the link for the URL entry, I am redirected to:

#####
https://www.cpan.org/modules/02packages.details.txt
#####

Should the URL entry in '02packages.details.txt' be changed to that of 
the redirect?

That might prevent breakage in the future if the directory structure at 
www.perl.com changes.

If this should be changed, where should we file a ticket?
