Test::Smoke 1.12 problem: make _test?

Test::Smoke 1.12 switched from using "make test" to "make _test".  I'm
not sure if this is desirable.  "make test" is generally a very thin
wrapper around "make _test" except it doesn't specify PERL.  Without
that it tris to run just "TEST" which will only happen to work if
there's a '.' in your PATH.

The solution is either to switch back to "make test" or do
"PERL=./perl make _test".
