[ANNOUNCE] Test::Smoke 1.16_20

I hope this snapshot can soon be released as 1.17

Changes since 1.16_15:
* Fixed report generation for UTF8 (three runs) smokes
* Changed report-summary for all 'O'&'-' from 'PASS-so far' to 'PASS'
* Changed the $ENV{LC_ALL} behaviour for "make test"
* Added '--force-c-locale' switch to mktest.pl
* Added "smartsmoke": do not smoke unless patchlevel changed
* Added a patchtree step right after the synctree step
  (This could help testing patches before submitting/commiting)
* Added support for 5.6.x MAINT smoking (No PerlIO layers)
* Added configurations for 5.6.x and 5.8.x smoking
* Added W32Configure.pl as a front-end to Configure_win32()
* It should now run on Perl 5.004_05+
