I was merely suggesting something like
         local( $ENV{PERLIO}, $ENV{LC_ALL}, $ENV{PERL_UNICODE} ) =
              ( "", defined $ENV{LC_ALL} ? $ENV{LC_ALL} : "",
                    $ENV{LC_ALL} ? "" : undef,
	      );
because if I understand the setup correctly nothing is ever smoked
without PERL_UNICODE="". And the default mode of operation for most
people is with PERL_UNICODE unset.

Makes sense ?
