In theory the latest DT::Locale should be 100% backwards compatible with 
anything using the pre-0.40 API, so it might turn out to be a bug in the 
backwards compatibility layer.

That said, if you can change Strptime to use the current APIs, that'd 
certainly be a better long-term fix.
