I just sent Date-Tie 0.19 to CPAN.

I think I've found the bug. It was caused by an infinite loop in
Date-Tie 0.18, which then caused a year-2038 problem. The error
behaviour in ActivePerl was different for some reason.

Please let me know if that fixes the problem.
