Yes, of course India is represented in the tz database. It's Asia/Kolkata. See http://en.wikipedia.org/wiki/Asia/Kolkata. This article states "The IANA time zone database contains only one zone, namely Asia/Kolkata." Read all about the tz database itself in the Wikipedia article http://en.wikipedia.org/wiki/Tz_database.
