Timezone.pm update for Moscow time change

Hello datetime,

As you may know, Moscow Time has been UTC+4 year-round since 2011, but will change to UTC+3 permanently on 25 October 2014.

Would there be a Perl fix from Timezone.pm and Zone.pm type modules?
