ANNOUNCE Date::Holidays::FR V0.0.3

First, please excuse my delays, because of some health issues
(mild and temporary) that slow down my keyboard-related
activities.

A few days ago, I have released version 0.0.3 of
Date::Holidays::FR, originally created by FABPOT, then reassigned
to ADOPTME and then to me.

The few changes are:
-- 2019 state of art module (UTF-8, kwalitee, etc) instead of
only 2004 state of art.

-- fix RT #122022 (Easter monday whrn Easter sunday is 31 March)
