DBD::Ingres-0.29 withdrawn

DBD::Ingres-0.29 was an attempt to allow binary data, ie. \0 charaters in
CHAR or VARCHAR fields.

The fix contained a bug, that shows itself as gibberish after all VARCHAR
fields.

PLEASE do not use DBD::Ingres-0.29!!

DBD::Ingres-0.28 and 0.30 are the same (except for version numbers) and
should be used.
