The DBI no longer supports Perl <= 5.004

Perl 5.004_04 is quite buggy relative to, say, 5.005_03 or later.

The DBI officially doesn't support Perl 5.004 any more.

So, unless someone sends me a tested patch, I'll state here
that DBI 1.20 is that last version of DBI that'll work with 5.004.
Future releases will explictly require 5.005_03 or later.

That's not too bad as DBI 1.20 has proven to be a very stable release.
