See the "GETTING HELP" section in the fine manual (`perldoc DBI` or http://search.cpan.org/author/TIMB/DBI/DBI.pm). This is a DBI and DBD::Oracle operations issue, not an Oracle::OCI development one. You should be asking in dbi-users.perl.org.
