Cygwin and DBD::mysql

it seems the Cygwin Perl can't see a client libraries needed to build
DBD::Mysql. Innovative lad that I am I figured I'd just compile my own
from 5.1.44 (current download). Nice thought.

What happens is the build fails as follows:

./configure --prefix=/usr/local/mysql --without-server

[ much configurage ]

make
[ much makage ]

Any ideas on how I can get the libraries and headers to build DBD::mysql?
