I don't think anyone is considering to translate the docs into those 
particular languages at the moment. This is more like a "what if someone 
suddenly wants to provide a different <insert language here> 
translation" thought experiment. I think we can happily live with simple 
POD2::FR without worrying about POD2::FR::CA at the moment, but in case 
someone has an urge to translate into Canadian French...
