utf8 support on perl

Hello,

I have to modify a long perl program to support UTF. System have RHEL 
AS4 on Perl 5.8.5. What can I do that give easily support to the 
program. Program does file transfer on http including UTF8 Turkish 
character. Have any parameter for this.
