My personal opinion is that it's a little of both. The internet is very viral in nature, all you need is a few good referalls, links, and your traffic will always go up. Everytime a recruiter calls me, if it's not a position I would go after, I tell them to post it on jobs.perl.org The one from prosoft in Kentucky was a recruiter who called me after finding my resume in google :-) Also, I think the economy is starting to improve a little bit in the tech sector.
