Certifying geeks is an interesting idea that we've all thought about,
and discussed here on this list as I recall, from time to time. I
personally believe that 'advanced programming' is more of an art than a
science, so I doubt there's anything that can be done beyond certifying
a bare minimum of skills or knowledge. But we don't need to go into 
this ...

I doubt most adults on the planet could ever understand, or choose to
understand, an anonymous hash, or the dozens of other concepts required
to program a complex and/or data-rich application.
