Federal contracting has been filled with "body shops" since time immemorial, probably predating electricity. It is industry jargon, and jargon always alarms outsiders. 

This is probably no different then how other commercial sector "consulting" companies act - it is just that their customers are used to using that term in public.

Judge the job on its own merits in addition to those of the companies and individuals you would interact with is my advice. Don't worry about the jargon itself.
