In fact, you can be certain a job listing  is *not* for the military specifically if it does not talk about citizenship *and* clearance requirements. Usually "Federal" is a shibboleth for "the massive bureaucracy headquartered in  Washington but not DOD or parts of DOE or other clearance requiring agencies"
