what is a telecommuter?

A while ago I asked "What is a 401k plan" here, and I got elucidated :-)
I never thanked you for that :-) Thanks :-)

This time, I have another question. I keeping reading about
"telecommuters", and I still don't what that is...

Is it someone who works from home, or someone who travels a considerable
distance everyday to go to work? :-|

Please bear with me, English is not my mother language O:-)
