Perl programmer is also needed in Dniepropetrovsk, Ukraine ;)
Add Ukraine to the list of countries with growing perl community too :)

As for language, I don't think that the problem is language,..
I think, that for many people is simplier to find programmers by another 
way.. but jobs.perl.org, I think, - is the best ;)
