I agree, generally.

The only special case I proposed was taking advantage of state (and 
probably Canadian provinces) abbreviations, which would lead to US and 
Canadian postings having a somewhat more compact location format.

If you buy into the general principle that the location information 
should be prioritized, then that it takes up more space on the 
international listings should be of minor consequence.

The job posting form could always have additional, optional fields added 
for users to supply abbreviations. Though I'm not sure it'd be worth the 
added complication.
