Are foreign perl programmers needed in US?

Hi everybody.

I have an idea to move to US from Russia

Can you please tell me,  if is it possible now to get a job and h1b
sponsorship being a   perl developer with 5 year experience?

Is it possible to get a job and sponsorship remotely or I have to come
to US first?

Some of my US friends say that there is a recession and unemployment
in industry, others say that industry is rising again.
