JPL for Win NT

Hello- I have been trying to integrate a Perl app with a Java app using JPL. I am using ActiveState Perl 5.6.1, JDK1.3.1, on Win NT. I have tried using existing binaries (from http://users.erols.com/theroths/perl_stuff.html), and using the source code from CPAN. It all boils down to the inability to find or build libPerlInterpreter.so. How do I get around this? Why should I use a .so on WinNT? What is the current state of JPL?
