It is very likely that those instructions only apply to builds from the
5xx series of ActivePerl (based on Perl 5.005). I tried compiling JPL with
ActivePerl 5.6, but I didn't get very far.

The current code in the CVS tree doesn't compile on Win32, but it contains
some work I've done to make it start working with ActivePerl 5.6.
However, you should be able to grab the JPL source code from:

  http://www.perl.com/CPAN-local/modules/by-authors/Brian_Jepson/

and try compiling it with an earlier release of ActivePerl.
