New version committed to CVS

Thanks to some patches from M. Scott Roth, I've committed a version of JPL
to CVS that builds under Win32, JDK 1.3, and the latest version of
ActivePerl.

Because it's been a long time since anything was updated, and because I
haven't had a chance to test these changes extensively, I tagged the
version of JPL that was current in CVS as snap-10212000. 

You can check the latest version out with:

  export CVSROOT=:pserver:[email protected]:/home/cvsroot
  cvs login # use blank password
  cvs checkout jpl

You can check out the tagged version with:

  export CVSROOT=:pserver:[email protected]:/home/cvsroot
  cvs login # use blank password
  cvs checkout -rsnap-10212000 jpl
