There is an AttachConsole() API in Windows, but it is not exposed
via Win32::Console.  It would be trivial to add though.

The real question is what you mean by "control it".  I have a suspicion
that you are looking for the capabilities of "Expect for Windows", which
is a Tcl package.  You will not be able to get similar levels of control
with the Win32::Console package, which is really only aimed at controlling
your own console.
