Well ... it would help if I looked in the correct Strawberry installation - 
and when I do that I see that lmaccess.h defines 
UF_ENCRYPTED_TEXT_PASSWORD_ALLOWED.

My gcc-3.4.5 version of lmaccess.h does not define that symbol - and I'm 
currently thinking this might be a bug in that compiler.
However, I'm out of time for the moment. This will have to wait for a day or 
two.
