I think the problem is with cygwin's double slash handling. 


this is with perl 5.12.1 (also fails with 5.10.1) and cygwin version
CYGWIN_NT-5.1 1.7.8(0.236/5/3) 2011-03-01 09:36 i686 Cygwin
