Even if Callback.pm being in the root folder is weird,
I never got any reports of it missing from blib/.

Can you please include:
* your perl version
* your ExtUtils::MakeMaker version
* your exact OS (Win vista? Win 7?)

I'm afraid callbacks won't work for you, even if you install
the module manually. This is a 64-bits specific limitation for now.
