perllocale.pod is under "Advanced Topics" -> "Locale support (perllocale)". Generally, to appear in the menu, pod documents have to be added to the "MacPerl.podhelp" index file. Then, the "BuildHelpIndex" script (look in the MacPerl application sources) has to be run to create the "MacPerl Help" file.
