If it doesn't do what you expect, then Yes, submit a bug report.

In this case, I should note that it is known that ExtUtils::Installed
doesn't work, but that I have no plans myself to fix it.  However, it
should be listed as a bug, so that we have a record of it, and so that
someone else can 1. know it is broken or 2. fix it if they are so inclined.
