File::Spec and MakeMaker discussions over on perl5.porters

wow.. lots of patches involved here.. seems like ExtUtils::MakeMaker and 
ExtUtils::Install were using 'homebrewed' rather than File::Spec 
versions of things like catdir and whatnot, and even CPAN.pm itself is 
affected by this change. 

Will we be seeing these trickling down into  5.6.x or is this strictly 
limted to bleadperl? 

(How are those File::Spec updates going, BTW? :)
