You have to set that option in the command line arguments.

You got something against using ActiveState's mailing lists? The answers
you'll get over there will be more specific. The mailing lists are not
really high-volume. And the people are not unfriendly.

(Although I can't figure out why my thread asking for a comparison of
CPAN and PPM has disappeared from their archives.)
