Given the system, you can use Perl, Applescript, Frontier, Filemaker, 
Tango or Lasso (I assume you will need old versions of the latter two).

Of the first three alternatives only Frontier can run multithreaded 
which is important if you expect more than little traffic.

Filemaker's own web companion might be a good alternative as the others 
use appleevents to talk to the DB and each appleevent takes about 0.25 
sec of that system, there are (were?) lots of guides to stuff as much 
as possible into a single appleevent.
