Just "use 5.008" or whatever in a Makefile.PL.

For Build.PL you make perl a requirement like a module.  Also doesn't hurt to 
throw in the use line.

PS  The CPAN testers software should currently detect a test failing because 
of an "our" and turn the result into a N/A.
