[ANNOUNCE] ExtUtils::MakeMaker 6.48

The changes since the last stable release are mostly test fixes.  There is one
new feature, MIN_PERL_VERSION, which lets you specify the minimum perl version
required in a more formal way than just putting a "use 5.006" in your Makefile.PL.

      shouldn't be using them for anything anyway.
